1.3.9 and 1.4.6 Fix High CPU Issue

Howdy all,

We just put out versions 1.3.9 and 1.4.6. They contain numerous bug fixes and improvements to our HTTP/2 support. The most important fix is probably for a high CPU usage problem that a couple users reported. Anyone on 1.3.8 or 1.4.5 should definitely upgrade to the next version.

I installed the 1.4.6 but find the SYSTEM LOAD AVG is not stable!
After I installed the 1.4.6 the AVG is high for a few minutes, and down at last , so I installed a forum scripts.
The AVG is low , but after I enter the openlitespeed CP, the AVG is high again.

THE AVG IS 0.38 0.16 0.05
