How to setup or modify 404 default page for all sites and IP address?

How to setup or modify 404 default page for all sites and IP address?

When I go to Virtual Host -> General -> Custom Error Page.
It only create 404 for 1 site.

However, when I type my IP server, the 404 there is the one I want to update.
Is there anyway to do it with Root Access on my server?

The custom error page supports on virtual host level only, so you might also want to do the same to other virtual hosts.
