LSCache isn't working at all

When logged out, I see these headers in firefox:

I used this exact same OLS configuration on another site and it works fine. I changed nothing but the domain names. LSCache is installed, I've tried uninstalling and reinstalling LSCache. Nothing's worked so far, can anyone help point me in the right direction?

nvm I figured it out, I upgraded from nginx and we preserved the www-data permission sets, but the cache directory on the server defaulted to nobody:nogroup
