Default "Max Connections" and "Max SSL connections" values are still low, e.g. 2k on CyberPanel if I remember correctly. To do the benchmark with it, please increase both to like 10k and then try it again.

If you just want to work on the same server, try creating a new virtual host and map your sub-domain to this virtual host. Then clone the production wordpress to your virtual host's document root.
Mine maybe not the best solution.

If you are facing `[modcompress] AddHooks failed: not enough memory or enable hooks failed` error which fixed on v1.5.7. Please upgrade if your version under it.

Could you try reload/restart web server and PHP see if it makes any different?
You can also try https://openlitespeed.org/kb/1-click-install/ to install ols+php+wp which is also installed from the repo.

FYI, change python database is a different topic...
If you only want to keep the SSL cert. The easiest method to me is
1. export the SSL by FTP
2. Relaunch a new server
3. then Import the SSL
If your cert is from let's Encrypt, then you don't even need to export/import it, just apply a new one from the new server should works.

I just launched a new server and run vhsetup script and finish the wordpress installation. Login to the wp-admin and then tried uploading plugins without any permission issue. www-data user/group should correct. Maybe you can send the issue to support@litespeedtech.com with reproduce...
