Recompile OpenLiteSpeed to work on Windows

I know, I know ... Windows sucks. That said, several other opensource projects have windows install binaries because they realize that the best way to get folks out of the windows strangle hold is to give them the options to do it a step at a time.

I'm considering putting together a windows binary of OpenLiteSpeed.

I'll probably do it regardless but I'd like to gauge what the community thinks of this

There's a way to run OpenLiteSpeed on Windows which is via docker.
